The New PMP Exam Is Four Hours: How to Manage the Case Study, Two Breaks and 180 Decisions

The updated PMP exam is not simply 180 questions divided by 240 minutes. Use a three-clock operating plan to control the case study, irreversible section boundaries, breaks and decision fatigue.

The updated PMP exam gives you 240 minutes for 180 questions. Divide one by the other and you get 1.33 minutes per question.

The arithmetic is correct. The operating model is incomplete.

The exam that launched on 9 July 2026 is not one uninterrupted queue of identical questions. PMI’s July 2026 Examination Content Outline describes multiple question formats, a case-study section, independent questions, two breaks and section boundaries that become irreversible once you review your responses and begin a break. Some decisions will be immediate. Others will require you to interpret actors, authority, exhibits, data or competing constraints.

Your job is therefore not to spend exactly 80 seconds on every item. It is to protect control of the full four hours while making sound decisions inside each section.

This newsletter provides a PM Structure exam-day operating plan. It does not replace PMI’s current rules, and it does not predict your passing score. It gives you a way to manage time, section commitment and cognitive recovery without pretending every question has the same workload.

Read the architecture before optimising it

The updated exam contains 180 questions. PMI states that 170 are scored and 10 are unscored pretest questions placed randomly throughout the exam. You cannot use that information to identify or dismiss particular items. The practical rule is straightforward: treat every question as if it counts.

The official formats include single-response and multiple-response questions, drag-and-drop items and practicum-style testing that may involve tools, data and case-study questions. That mix matters because the action required can change:

  • a single-response item may turn on one authority or sequencing distinction;
  • a multiple-response item may require you to test several statements independently;
  • a drag-and-drop item may assess ordering, matching or categorisation;
  • a practicum or case-study item may require deliberate navigation across a richer information set.

PMI allows 240 minutes for the exam. It also provides two 10-minute breaks. The first follows the case-study section. The second occurs approximately midway through the independent-question portion. Once you review the responses in a completed section and start the break, you cannot reopen that previous section.

The optional tutorial before the exam and survey after it sit outside the 240 minutes. Use the tutorial to understand the delivery interface available to you; do not assume that familiarity with a practice platform makes every control identical.

Use the PM Structure three-clock system

One countdown cannot tell you everything you need to know. Use three clocks.

Clock 1: the exam clock

The exam clock is the full 240-minute budget. It answers:

Am I protecting enough time to complete the entire exam?

This is the strategic clock. Check it at planned milestones, not after every item. Constantly calculating your average can create more distraction than control.

Before booking, use full-length practice to determine realistic checkpoints. A candidate who handles case material quickly but slows during fatigue needs different checkpoints from a candidate who reads exhibits repeatedly. Your checkpoint plan should come from evidence, not an online formula.

Clock 2: the section clock

The section clock is the time and work remaining before an irreversible boundary. It answers:

What must I decide, review and commit before I leave this section?

This clock is especially important because a break is not merely permission to stand up. It closes the section behind you. A flagged item has value only while it can still be reviewed.

The section clock therefore governs three actions:

  1. answer the complete first pass;
  2. review the highest-value flags;
  3. verify that no item is unintentionally unanswered before committing.

Do not invent a case-study question count or reserve a fixed number of minutes based on somebody else’s test report. PMI defines the structure; your simulations define your working tolerances.

Clock 3: the decision clock

The decision clock is the amount of thought the current question deserves. It answers:

Is this a direct decision, a structured analysis or a review candidate?

Use three modes:

  • Direct: the objective, authority and next action are clear. Answer and move.
  • Structured: two options remain plausible. Identify the governing distinction, then decide.
  • Review: you cannot resolve the ambiguity efficiently. Select the best current answer, flag if the interface permits it and protect the section clock.

The decision clock prevents one difficult item from silently borrowing time from dozens of later decisions.

Together, the three clocks create hierarchy. The decision clock serves the section clock; the section clock serves the exam clock. A candidate who keeps solving locally without checking the larger budget can produce excellent reasoning and still fail to complete the work.

Control the case study: read once, navigate deliberately

The case-study section rewards organised reading. Repeatedly scanning everything is not the same as analysis.

On the first pass, build a compact situation model with five elements.

1. Purpose

What outcome is the project, programme, product or team trying to achieve? A technically attractive action can still be wrong if it works against the stated value or objective.

2. Actors

Who is present, who is affected and who is missing? Separate the project manager, sponsor, product owner, team, customer, functional manager, regulator, vendor and operational owner. Similar-sounding roles do not hold identical authority.

3. Authority

Who can decide, approve, prioritise, accept, escalate or change the baseline? Many plausible distractors ask the project manager to act beyond their authority or bypass the person who owns the decision.

4. Conflict

What is actually in tension: time against evidence, scope against value, stakeholder demand against governance, local optimisation against portfolio priority, or delivery against operational readiness?

5. Evidence

Which fact, exhibit, metric, policy, risk, agreement or stakeholder input is relevant to the decision being asked?

Compress the model into one sentence:

The project manager must decide [what] for [which objective], within [whose authority or constraint], using [which evidence].

That sentence becomes your navigation anchor.

Next, distinguish facts from assumptions. If the case says a sponsor requested a change, that is a fact. It does not automatically mean the change is approved, funded or authorised. If a chart shows declining performance, that is evidence. It does not by itself prove the cause.

When a question directs you to a tool, exhibit or data set, enter it with a purpose. Know what you are looking for. Extract the evidence needed for the decision and return. Opening every exhibit repeatedly because it exists increases navigation without necessarily increasing understanding.

If two answers remain plausible, test the sequence:

  1. What should be assessed first?
  2. Who should be engaged?
  3. Which decision requires authorisation?
  4. What action follows that decision?

This sequence catches common errors: escalating before assessing, implementing before approval, communicating before understanding the impact, or choosing a solution before involving the accountable stakeholder.

Flag unresolved items selectively. A flag is not a parking place for every uncomfortable question. It is a review investment that must fit inside the section clock. Remember that once you complete review and begin the first break, the case-study section cannot be reopened.

Treat each break as a governance gate

PMI provides two 10-minute breaks: one after the case-study section and another approximately midway through the independent-question portion.

Think of each break as a governance gate. Before crossing it, confirm that the section is fit to close.

Use this pre-break checklist:

  • Have I reached every item in the section?
  • Are any questions unintentionally unanswered?
  • Which flags represent genuine uncertainty rather than discomfort?
  • Have I reviewed the decisions with the largest unresolved distinction?
  • Am I ready to accept that this section cannot be reopened?

Then commit and take the break.

During the break, reset physically and mentally within the testing rules. Change posture, use permitted facilities, hydrate if allowed and return on time. Do not spend the break reconstructing a previous question you can no longer change. The purpose is to restore control for the next section.

The same rule applies at the second boundary. Complete the review that matters before leaving. After the gate closes, direct your attention forward.

Protect judgment during the independent questions

Fatigue changes how candidates read. Late in a long session, a familiar phrase can feel correct before the full scenario has been tested.

Use a short reasoning sequence:

  1. Objective: What result must be protected?
  2. Authority: Who owns the relevant decision?
  3. First action: What must happen before the tempting solution?
  4. Evidence: What information supports or challenges the action?
  5. Stakeholder: Who must be engaged, informed or allowed to decide?

This sequence is deliberately reusable. It works across predictive, agile and hybrid contexts because it separates decision logic from methodology labels.

Watch for four recurring distractor patterns:

  • premature escalation: sending the issue upward before the project manager assesses or facilitates;
  • action before assessment: implementing a response before understanding impact or cause;
  • authority substitution: the project manager performs a decision owned by the sponsor, product owner, customer or governance body;
  • local optimisation: protecting schedule, cost or team convenience while damaging value, compliance, adoption or business impact.

Create a recovery rule for a difficult sequence. For example: after two questions that consume more time than planned, complete one deliberate reset—pause, restate the objective and return to the decision-clock modes. Do not try to “win the time back” by rushing several questions without reading them.

The exam clock may show a time variance. Treat that as information. Adjust review ambition before you damage first-pass completion. A smaller, deliberate review is better than an extensive flag list that the section clock cannot fund.

Practise the architecture, not only the content

Topic quizzes cannot fully test a four-hour operating plan.

Before booking, run at least one full-length simulation under realistic timing. Rehearse the three clocks, section commitment and breaks. PMI offers an official practice exam aligned to the new ECO as one available option; it is not the only way to practise, and no resource guarantees an outcome.

Record three forms of debt.

Time debt

Where did you spend beyond your planned tolerance, and why? Separate productive analysis from rereading, indecision or interface confusion.

Review debt

How many items did you flag, how many did you actually revisit and how often did review change an answer for a valid reason? A large flag count can signal weak decision discipline.

Reasoning debt

Which error repeated across different topics? Examples include acting outside authority, missing the first action, ignoring stakeholder engagement or choosing delivery activity over business value.

A simple review table is enough:

Your final 48-hour and exam-day checklist

Forty-eight hours before the appointment:

  • confirm whether you are testing at a centre or through online proctoring;
  • re-read the current PMI Certification Handbook and the delivery instructions provided for your appointment;
  • for online testing, complete the required system checks and prepare the permitted testing space;
  • for a test centre, confirm the location, travel time, arrival requirement and accepted identification;
  • verify your name and appointment details;
  • review your three-clock checkpoints from simulation evidence;
  • stop adding untested strategies.

On exam day:

  • arrive or check in according to the current instructions;
  • use the optional tutorial to understand the live controls;
  • begin with the exam clock visible in your plan;
  • operate the case study with purpose, actors, authority, conflict and evidence;
  • use the pre-break checklist before each irreversible gate;
  • recover from difficult items through the decision sequence, not panic;
  • protect completion before optional review.

The readiness gate

Do not ask only, “Can I answer PMP questions?”

Ask:

  • Can I complete a full simulation within 240 minutes?
  • Can I manage a case study without rereading everything?
  • Can I commit a section knowing I cannot return?
  • Can I use both breaks without carrying the previous section forward?
  • Can I recover after difficult questions while protecting the exam clock?
  • Can I explain my repeated reasoning errors and the drill used to correct them?

If those answers are supported by simulation evidence, you have tested an exam-day operating plan. If they are based on confidence alone, your next task is not another summary video. It is a realistic rehearsal.
